Creates a new site
Arguments
SiteStruct – site to be created as a structure.

Return Value
ID of the site created
Notes
Leave the SiteID of SiteStruct empty.
SiteName and HostName are required.
SiteName has to be unique for the server.
HostName should have the URL form starting from ‘http://’ or ‘https://’.
Rights
You have to be a server admin
